Directorates Mandates

Administration Directorate

The main purpose of the Directorate is to provide efficient and effective administrative support services to the Council and the secretariat under the directives of the Controlling Officer.

Commerce & Trade Directorates

To create a conducive environment for the growth and development of trade and industry in the City of Lilongwe.

Engineering Directorate

Provides engineering services to the public living in the city of Lilongwe.

Health & Social Welfare Services

The Directorate operates within the policy framework of the Ministry of Health (i.e. provision of health services with an aim of preventing diseases, promoting health and prolonging life). The operations of the Directorate are also guided by among others; the following pieces of legislation: The Local Government Act (LGA); the Public Health Act (PHA), the Environmental Management Act (EMA), the Occupational Safety and Health Act (OSHA) and the various health-related by-laws of the Council.

Finance Directorate

The Financial Services Directorate is mandated to prepare the Institutional budget, manage and account for both expenditure and revenue for the Authority.

Education, Youth & Sports Sector

Guided by the three thematic areas highlighted in the National Education Sector Plan, The Lilongwe Urban District Education Plan and School Improvement Plans namely; Improving Quality & Relevance of Education, Promoting Access & Equity of Education and ensuring that there is prudent use of resources by enhancing Management & Governance.

Planning & Development Directorate

The Directorate of Planning and Development coordinates town planning and urban development. The main purpose of the directorate is to facilitate orderly and sustainable physical urban development.

Parks & Creation Directorate

It is mandated to achieve the objective of managing the environment of the city and these are Landscape Construction and Development, Nursery Production and Management, Forestry Maintenance and Management and Environmental Affairs.
