The Lilongwe City Council was established under the Local Government Act No. 42 of 1998 as a body corporate. The Council comprises the Political and Administrative arms which both derive their authority from the Local Government Act of 1998. The Political  arm is led by the Mayor who is an elected councillor. The mayor is in charge of 27 Wards each overseen by an elected Councillor.  In addition, there are four (4) elected Members of Parliament who represent the Lilongwe urban sector. There are also five (5)  ex-official members representing interest groups. The Administrative arm of Lilongwe City Council is led by the Chief Executive Officer who oversees nine (9) technical departments and devolved sectors, including Commerce & Trade, Engineering, Education, Youth & Sports Sector, Parks & Recreation, Health and Social Welfare Services, Planning & Development and Finance.

The Lilongwe City Council is inviting suitably qualified and experienced Malawians to fill the following vacant posts on a fixed 24-month term.

Section:         General Administration
Reporting to: Chief Administration Officer
Location:        Lilongwe City Council

JOB PURPOSE

To coordinate and manage the Council’s assets through effective acquisition, recording, custody, utilisation, maintenance, verification and disposal in accordance with applicable Government policies, regulations and Council procedures.

KEY DUTIES AND RESPONSIBILITIES

The successful candidate will be responsible for:

  1. a) Maintaining and updating the Council’s comprehensive asset register and ensuring that all assets are properly recorded and accounted for.
  2. b) Coordinating the identification, tagging, numbering and physical verification of Council assets.
  3. c) Monitoring the allocation, utilisation, custody and movement of Council assets.
  4. d) Ensuring that assets are assigned to responsible officers and that appropriate records are maintained.
  5. e) Conducting periodic physical inspections and reconciliation of assets against the asset register.
  6. f) Preparing asset verification, reconciliation and management reports for management.
  7. g) Coordinating the transfer, replacement, repair and maintenance of Council assets in collaboration with relevant departments.
  8. h) Monitoring the condition and useful life of Council assets and advising management on replacement, rehabilitation or disposal requirements.
  9. i) Assisting in the preparation and implementation of asset management plans and procedures.
  10. j) Coordinating the disposal of obsolete, damaged or surplus assets in accordance with applicable laws, regulations and Council procedures.
  11. k) Maintaining proper documentation relating to acquisition, transfer, disposal and other movements of Council assets.
  12. l) Liaising with Finance, Procurement, Stores, Internal Audit and user departments on matters relating to asset management.
  13. n) Ensuring that Council assets are adequately safeguarded and used only for authorised purposes.
  14. o) Providing technical input during procurement and acquisition of assets to ensure proper asset classification and recording.
  15. q) Advising departments on proper asset management practices and compliance with Council procedures.
  16. r) Performing any other duties as may reasonably be assigned by the Chief Administration Officer or other authorised officer.

QUALIFICATIONS AND EXPERIENCE

Applicants must possess:

  • A Bachelor’s Degree in Asset Management, Business Administration, Public Administration, Logistics and Supply Chain Management, Procurement and Supply Chain Management, Accounting, Finance, or a related field from an accredited institution.
  • At least One (1) years’ relevant post-qualification experience in asset management, administration, logistics, stores, procurement, finance or a related field.
  • Experience in a Local Government, public sector or similarly regulated organisation will be an added advantage.

BASIC SKILLS AND COMPETENCIES

The ideal candidate should demonstrate:

  • Good knowledge of public sector asset management principles and procedures.
  • Ability to maintain accurate and up-to-date asset registers and supporting documentation.
  • Good record-keeping, reconciliation and reporting skills.
  • Ability to conduct physical asset verification and inspections.
  • Good analytical and problem-solving skills.
  • Good communication and interpersonal skills.
  • Ability to work effectively with officers across different Council departments.
  • High level of integrity, accountability and confidentiality.
  • Ability to work independently with minimum supervision.
