EXPRESSION OF INTEREST (EOI)
DEVELOPMENT OF PROPERTY MANAGEMENT INFORMATION SYSTEM
1. Background
Lilongwe City Council (LCC) is a Local Government Authority mandated to provide municipal services to the residents of Lilongwe City. The LCC finances its operations through Locally Generated Revenues and Central Government Transfers, with approximately 23% of its revenue generated locally with the reformed Constituency Development Fund. Property rates constitute the LCC’s principal source of locally generated revenue contributing 41% of the total revenues.
Property rates are taxes levied on land and property improvements within the City of Lilongwe. LCC currently maintains a database of approximately 47,000 properties and has planned to conduct a Quinquennial Valuation Roll (QVR) this financial year which will increase the number of properties to about 300,000. The existing property rates management system is affected by several challenges, including:
- Multiple identification of plots and properties;
- Duplication of ratepayers accounts;
- Absence of reliable geospatial maps for physical verification;
- Unidentified properties within the database;
- Lack of a platform where ratepayers can check balances of their accounts and receive notifications for payments made and bills received;
- Lack of interface with the banks and mobile money payment platforms;
- Inadequate tracking of plot subdivisions and property changes; and
- Data integrity and property records management challenges.
To address these challenges, LCC intends to procure a comprehensive Property Management Information System capable of improving property identification, management, valuation, billing support, receipting of payments by ratepayers, maintain ratepayers account details and transaction history, and integration with existing systems.
2. Purpose of the EoI
LCC hereby invites interested firms and consultants with proven experience in the design, implementation, and support of Property Management Information Systems to participate in this EoI.
The objective of this RFI is to obtain market information, technical insights, and best practices on available solutions and technologies that can meet LCC’s business and operational requirements.
Respondents are expected to provide detailed information on, but not limited to:
- System architecture and key functionalities;
- Experience in implementing similar systems for local authorities or government institutions;
- Geospatial (GIS) and mapping capabilities;
- Property identification and valuation management;
- System financial management capabilities;
- Integration capabilities with existing enterprise systems;
- Data migration approaches;
- Reporting and analytics;
- System security, scalability, and support arrangements; and
- Recommended implementation methodology.
The information received will assist LCC in refining its functional and technical requirements and developing appropriate procurement specifications for the proposed Property Management Information System. The envisioned solution should have the capability to integrate with LCC’s existing digital platforms, including the Integrated Revenue Management System (IRMS) as the primary revenue collection system and the Integrated Financial Management Information System (IFMIS) for financial reporting and reconciliation.
3. Participation and Future Procurement
Participation in this EoI is first step in the for market research and procurement planning purposes. Only firms or consultants that submit a response to this EoI shall be eligible to participate in the subsequent procurement process for this assignment, subject to meeting the eligibility and qualification requirements that will be specified in the bidding documents.
Participation in this EoI does not constitute a contract award, prequalification, or guarantee of selection. The Council reserves the right to accept, reject, or seek clarification on any information submitted and to determine the final procurement approach in accordance with the applicable Public Procurement and Disposal of Assets regulations.
